If a treasure item cannot be easily picked from a pocket, a pouch, side-bag, bags, saddle, back pack, etc., then the item is being transported by some other method (i.e., pack mule, cart, armed squadron, etc.). Either way, it will be the item found.  In any case, the G.M. must mold the likeliness of this item being "found", and fit it with a situation.

If it is an item of great important, it will be well guarded. It might be possible for a master thief to take this item, but the more valuable an item, the more difficult it will be to get it.

If an item is of great worth, and not being used, this will usually signify that the owner has better items (keep that in mind). It may be that the item is being delivered.
